The Complaint:
After an election for new members of the School Board, one City had a tie between two candidates. One of the candidates had sought a second term on the Board. The other man had never before served on the City?s School Board. The City did not hold a run-off election; instead it had the two men take part in a drawing. The winner of that drawing won a second term on the School Board.
Later the editor of a local paper exposed the fact that each of School Board members received free health insurance for themselves and their families. They seemed to have no qualms about getting that insurance.
